 Fluke are not allowed to be caught in the Govenor's Tournament.
You are going to get a lot of people fined by telling them that they are OK to keep.

Governor's Surf Fishing Tournament
NOTE to 2008 PARTICIPANTS: Approval was obtained from the Atlantic States Marine Fisheries Commission for Governor's Surf Fishing Tournament participants to keep legal sized fluke (8 at 18") on the day of the tournament (regular fluke season closed on September 7).
Participants are asked to record all fluke catches on a survey form that will be provided when they register for the tournament.
